Three Additional States Plan to Prohibit Sweepstakes Casinos Starting in 2025

Three anti-sweep bills are nearing approval in Connecticut, Nevada, and Louisiana. If signed by their governors, this will bring the total number of states that outlaw sweepstakes casinos this year to four, alongside Montana, which has already implemented such legislation in 2025. In Nevada, Senate Bill 256 has been delivered to Governor Joe Lombardo after passing through both the Senate and House with considerable support. Although many sweepstakes casinos have already been avoiding Nevada due to existing laws against unregulated gambling, SB256 enhances punishments for illegal gaming operations, discussing sweepstakes formats during legislative debates.

Since it does not specify an effective date, it is likely to take effect on October 1. Senate Bill 1235 in Connecticut is also on its way to Governor Ned Lamont for approval. Introduced in February, this proposal has gained traction quickly, particularly as the state’s gaming regulator previously sought a substantial settlement involving a sweepstakes casino. This legislation is comprehensive, banning lottery ticket couriers, allowing gaming compacts with other states, and defining illegal participation in online gaming, which is expected to affect sweepstakes casinos significantly.

Violators of these rules may face up to one year in prison. Meanwhile, Senate Bill 181 in Louisiana has passed both legislative chambers and will be presented to Governor Jeff Landry. This bill stands out for granting civil enforcement powers to the Louisiana Gaming Control Board and the State Police and establishes hefty fines and prison time for illegal gambling. It is set to take effect on August 1, prior to Montana’s bill.

Overall, while four states are advancing their anti-sweep legislation, the landscape indicates that the sweepstakes industry is facing increased scrutiny, with significant discussions occurring in various legislative sessions across the country. The year has revealed how the legislative environment is evolving in response to concerns regarding illegal gambling operations.
